Batch convert multiple folders?

Noob question: Is it possible,  through a command line, to designate the input and output of folders for batch converting all .txt files to .mp3 files?

Something like:
Input: C:\Documents\Text\*.txt  >   Output: C:\Documents\Audio\*.mp3
