Intentional voice distortion

I would like to know if TextAloud software is intentionally slightly distorted when sold to civilians. There are rumors that the real deal is sold only to the military.
Note: by slightly distorted I mean random minute voice speed and pitch variations that human ear perceive as a synthetic voice.
