Cannot install TextAloud 4.0 and under

My installation get’s stuck on “ finishing installation” and does not proceed. Please advise. At this point, even to get out of the installation I have to use task manager.
The procedure never finishes and the desktop icon does not launch any application. I've uninstalled multiple times, tried the install in safe mode, turned off my antivirus etc. with no avail.
